Monday Morning: What to Do First
This checklist is for the person who signs off on safety supplies and has to defend the total spend to finance—not just the line item that gets quoted on Monday morning. I've been a procurement manager at a 240-person metal fabrication plant for six years, and I manage roughly $180,000 a year in PPE. A punch press area can sit at 98 dBA while a shipping dock hums along at 82 dBA. Those are different product categories.
Here's where my thinking changed. Everything I'd read about hearing protection said "max NRR is top priority." In practice, I found that overprotection is a real problem. If you hand a worker an NRR 33 foam plug in a 92 dBA area, they're occasionally pulling it out because they can't hear a forklift horn or a coworker. Then the protection is zero. A lower-NRR choice—if fit is verified—can actually increase compliance and reduce noise exposure. A Howard Leight Max earplug with NRR 33 might be right for the 98 dBA press room, but wrong for the assembly line.
Checkpoint: produce one noise exposure map by zone or task. Mark average dBA and peak exposures. Use that map, not the aisle display, to choose.
Step 2: Build a Cost-Per-Worker-Hour Model
The second step is to calculate total cost per worker-hour, not unit price.
Most budgets compare $0.15 per earplug versus $25 per earmuff. That's a false comparison. The right denominator is cost per protected worker-hour. What I mean is, if you pay $0.15 for a foam plug and it sits in a pocket because it doesn't fit or isn't comfortable, your actual cost is closer to the price of a future hearing claim.
Example from our cost system: a disposable foam plug at $0.10 and one pair per day for 220 working days is $22 per person per year. A $30 reusable earmuff that lasts two years and gets cleaned is $15 per year plus a maintenance routine. The "premium" reusable isn't automatically the budget killer.
Checkpoint: for each candidate, write down unit price, expected replacement interval, training and cleaning time, and the fallback cost if it is not worn. Put them in one spreadsheet before you ask for quotes.
Step 3: Evaluate the "Will They Actually Wear It" Factors
The best hearing protector is the one that stays on. Comfort, compatibility with other PPE, and communication needs matter as much as attenuation.
One product that keeps coming up in our facility is the Howard Leight Impact Sport electronic earmuffs. They look like standard earmuffs, but they amplify safe-level sound—voices, alarms—and compress impact noise above a threshold. I went back and forth between these and basic passive muffs for two weeks. Passive muffs were about a third of the price. We bought fewer electronic muffs and assigned them to high-noise, communication-sensitive jobs. The passive models stayed for less complex tasks. Do not ignore the rest of the PPE puzzle. Hearing protectors have to fit with hard hats and safety glasses. And just like you'd check the ASTM F2413 rating on work boots for men before comparing soles, you should check how an earmuff sits with a respirator frame before committing to a whole fleet.
Checkpoint: run a quick field trial with the workers who will wear the products. Ask two questions: Does it hurt after an hour? Can you still hear alarms and instructions?

NRR is a lab result, not a promise. The package says NRR 33, but real-world attenuation depends on how the earplug or earmuff fits on a specific head. A poor seal can cut the effective protection in half.
We use a fit-testing system—for us, the Howard Leight VeriPRO—to measure a personal attenuation rating. The first time we ran it, a worker with decades of experience was sure his earplugs were in correctly. The measurement showed his seal was nowhere near the package number. That was a wake-up call.
I only became a believer in fit-testing after ignoring it and getting a close call. A worker in a grinding area said the noise was "still loud." The noise map and the package specs all looked fine. The actual fit was not. We fixed the issue and the complaint disappeared. That kind of problem never shows up on an invoice.

Step 5: Standardize the Range, Then Manage Exceptions
Every SKU in your safety cabinet carries a hidden inventory cost. Extra part numbers, extra training, more expiration management. The most effective hearing protection programs I've audited have two or three principal products: one high-NRR plug for high-noise zones, one comfortable electronic or passive muff for communication-sensitive jobs, and one low-cost backup for visitors and infrequent tasks.
Does that mean one product for the entire site? No. That's overcorrecting. Standardize the framework, not every individual experience. If a worker has an ear canal issue or needs an under-helmet configuration, an exception is cheaper than a hearing-loss claim.
Checkpoint: review your hearing protection SKU list. If you have more than six models, consolidate. Create a one-page exception form so the process does not stall.
Common Mistakes That Eat Your Budget
Here's where I see procurement teams get burned.
- Shopping on NRR alone. Highest NRR is a marketing hook, but overprotection and fit failures turn that "highest protection" into zero protection.
- Ignoring usage data. If earplugs keep showing up on the floor, your real cost is not the unit price; it's the workers who aren't protected.
- Separating PPE decisions from facility safety. Hearing protection does not exist in a vacuum. It has to work with respirators, hard hats, safety glasses, work boots for men, and stair railing conditions. If a stair railing is loose or a boot sole is cracked, no amount of high-NRR earplugs fixes the overall safety program.
- Letting a low quote hide follow-up costs. We once switched to a cheaper earplug that looked identical on paper. Within a month, irritation complaints in one department led to a medical evaluation.
