What is PPE? A Quality Inspector’s Guide to Howard Leight Earplugs, Hard Hats & Real-World Choices

PPE means Personal Protective Equipment. It includes earplugs, earmuffs, safety glasses, hard hats, gloves, coveralls, respirators—anything you wear to reduce exposure to a workplace hazard. The employer’s obligation to provide PPE isn’t a suggestion. OSHA’s general PPE standard is at 29 CFR 1910.132, and the hearing conservation standard (29 CFR 1910.95) specifically requires hearing protection when noise exposure equals or exceeds an 8-hour time-weighted average of 85 dBA.

But not every “safety” item is PPE. A good example: pepper spray. People often ask me, “can u bring pepper spray on a plane?” The short answer is only in checked baggage, in containers no larger than 4 oz (118 ml), with the safety cap on, per TSA. But pepper spray is a defensive tool, not PPE. Don’t mix those categories when you’re writing your company’s safety budget.

Scenario-based selection: no universal answer

Choosing the right PPE depends on three things: the hazard, the work task, and the person wearing it. In my experience, most buyers collapse those into one question—“what’s the highest rating?”—and that’s a mistake. Here are the scenarios I see most often.

Scenario 1: Continuous high noise, no need to talk

If your team works in a constant noise environment—think punch presses, engine rooms, or airport ground ops—you want maximum reduction. That’s where Howard Leight Max foam earplugs shine.   • Check whether there are other hazards—falling objects, dust, chemicals. That adds head protection or respirators into the mix.

Once you know your scenario, the category becomes obvious. The product choice becomes a matter of fit and individual preference.

Quality-control lessons that changed my thinking

I used to think the highest NRR was always the right call. That changed during a blind fit test in Q1 2024. We gave the same group of workers two earplug models: one with NRR 33 and one with NRR 32. Guess which one they actually wore for the full four-hour test? The 32. Not because they read the package, but because the 32 sat more comfortably in their ears. The 33s were technically “better” on paper. In practice, they were useless sitting on a bench.

There’s also a business lesson I picked up along the way. A startup once reached out asking for a $200 order of sample earplugs. A lot of suppliers would have ignored that request. We treated it like we would treat a $20,000 order—same spec review, same shipping process, same documentation. Three years later, that same startup places annual orders in the five-figure range. Small orders don’t just matter; they grow.

There is no “best” earplug or best hard hat. There’s only the one that matches your hazard, fits the task, and gets worn correctly. If you’re new to this, start with the basics: know what PPE is, measure the risk, then choose equipment that actually works with the rest of your gear.

And if someone asks you “can u bring pepper spray on a plane?”—tell them checked bag only, under 4 oz. That’s not PPE advice. That’s just saving them a headache at security.
