Here's the honest answer from someone who buys safety gear for a day job: In 2025, I order Howard Leight Max earplugs at about $0.12 a pair and keep Howard Leight Leightning L3 earmuffs in stock for jobs where foam plugs aren't enough. That's the conclusion. It has nothing to do with brand loyalty and everything to do with price, fit, and our people actually wearing the gear.
I'm not a safety engineer. I'm the office administrator for a 230-person manufacturing company, and I manage all safety supply ordering—roughly $90,000 a year across 8 vendors. What was best practice in 2020 may not apply in 2025. Back then, I picked earplugs by comparing the NRR number and the price list. In 2025, I know that NRR is a laboratory number. It doesn't mean much if a worker doesn't insert the plug correctly. The fundamentals haven't changed—start with the hazard, fit the person, train the person—but the execution has transformed.
In 2024, we finished a vendor consolidation project. I had to consolidate orders for 230 people across two buildings, and I learned to think of safety supplies as a system, not a catalog collection. We went from 8 vendors to 3. It cut the time I spend on safety ordering from about 6 hours a week to under 2. I should add that the transition was painful. One vendor couldn't provide proper invoicing, and it cost us $2,400 in rejected expenses. Now I verify invoicing capability before placing any order.

Price is the first thing people ask. Last quarter I paid $22.80 for a box of 200 Howard Leight Max earplugs (uncorded, NRR 33) from our workwear outfitter. That's about $0.11 per pair. As of February 2025, that's the number. If you are buying different pricing, you might be on a lower volume tier or paying freight. Verify current pricing before you budget.
The Max earplug is not the cheapest foam plug. Generic plugs run closer to $0.06 a pair. But if you spend 20 minutes coaching someone on insertion, or if they give up and wear them wrong, the cheap plug is not cheap. To be fair, some people can make generic plugs work. More often than not, though, the Howard Leight Max gets a better seal with less fiddling.
If you need corded earplugs, plan on $0.15 per pair. For most workstations, uncorded is fine. I don't buy 50-pair boxes unless I'm sampling. The unit price is 50-70% higher.

The Howard Leight Leightning L3 earmuffs are not a replacement for a good foam plug. They're an option. We keep about 20 pairs on the shelf for maintenance, visitors, and people whose ear canals can't tolerate foam. They have an NRR of 30, which is at the high end for passive earmuffs. Last spring, our maintenance supervisor came to me at 10:30 a.m. and said he needed eight pairs of earmuffs by Friday for a punch press install. Had 30 minutes to decide before our workwear outfitter's daily cutoff. Normally I'd get three quotes and compare spec sheets. There was no time. I ordered the Leightning L3 because the spec sheet matched the noise level, they were in stock, and I'd bought them before. A workwear outfitter is not just a place to buy branded coveralls. In B2B safety, workwear outfitters are the distributors who manage PPE programs. For us, the big win was consolidated invoicing. We used to get separate invoices from four suppliers. Now we get one. Instead of 11 vendor contacts, we have two.
They are rarely the cheapest on any single line item. The savings come from time and reliability. When a shipment is late, the pure web supplier doesn't answer the phone at 6:30 p.m. Our outfitter does.
Three questions to ask before you commit to a workwear outfitter:
- Do you stock Howard Leight Max and Leightning L3, or do you place an order after I place an order?
- Can you mix MSA hard hats, earmuffs, and lockout/tagout kits on one shipment without a restocking fee?
- Can you send samples or a rep for fit testing before I commit to a full-year volume?
If the answer to the first question is 'we order it after you order it,' that's not a distributor. That's a middleman with a website.

We use MSA hard hats in our plant. That wasn't because of a sales pitch. It's because the MSA hard hat we chose has accessory slots and a ratchet suspension that works with the Leightning L3 earmuffs. Our old hard hats had smooth shells and no good way to attach the muffs. People wore their muffs around their neck instead of over their ears. The hard hat wasn't the problem. The integration was.
If you're buying hard hats for a site with side impact risks, specify a Type 2 model and verify ANSI/ISEA Z89.1 compliance. Our old Type 1 models were fine for overhead falling objects but not for swinging loads. This is one of those 2025 updates that caught me.
What Is Lockout Tagout, and Why Should a Buyer Care?
Direct answer: Lockout/tagout is the procedure used to isolate hazardous energy before servicing equipment. A lockout is a physical lock on an energy-isolating device—a circuit breaker, a valve, a disconnect switch—so the equipment can't be started. A tagout is a warning tag attached to the lock or switch. In the U.S., OSHA's regulation is 29 CFR 1910.147. It requires an energy-control program, training for authorized employees, and periodic inspections. If someone asks you 'what is lockout tagout', the practical answer is: it's how you stop a machine from moving, shocking, or heating up when a person is inside it.
As a buyer, I care about this because of a near miss. Last year, a conveyor jam was cleared after someone had taped the start button. The machine didn't start. That's not a procedure; that's luck. Our safety manager created a proper energy-control program, and I had to order lockout kits, padlocks, hasps, tags, and training materials.
The connection to hearing protection? PPE is one layer. Lockout/tagout is another. Buying an MSA hard hat doesn't matter if the machine energizes while someone is in the wrong place. And the best Howard Leight earplug doesn't matter if no one trained the worker to insert it. The gear is not the safety program.
Where My Advice Doesn't Apply
What I've described is not a one-size-fits-all prescription. If your workers have frequent ear infections or use custom hearing protection, don't default to foam plugs. Get fit testing from a qualified person. The Howard Leight Max is good, but it's not universal.
If you're in a confined space or an explosive atmosphere, passive earmuffs may not be enough. You might need electronic communication muffs or a different type of protection. The Leightning L3 is passive, not electronic.
If your operation is one person and a lawnmower, a workwear outfitter is overkill. Buy from a local safety store and move on. And if you're outside the U.S., check your local occupational health and safety legislation. OSHA 29 CFR 1910.147 is U.S.-specific. The principle is similar, but the compliance wording is not.
There's something satisfying about a safety order that shows up on time, with the right product and a clean invoice. After the 2020 chaos and the 2024 vendor consolidation, that's the payoff. The product matters, but the process matters more. Start with the hazard. Fit the person. Train the person. Then buy the gear. That's it.
